The National Quality Framework
At Little Penguin Early Learning Centre, we understand that the best education and care start with loving, nurturing and experienced educators. We are proud of our dedicated team of supportive, passionate, and highly qualified educators. With a shared understanding of the holistic approach, we bring together each educator’s uniqueness and work together towards the common goal of providing high quality education and care.
1) National Law and National Regulations
- outlines the legal obligations of approved providers, nominated supervisors, and educators
- explain the powers and functions of the state and ACECQA.
2) National Quality Standards
- sets a high national benchmark for early childhood education and care and outside school hours care services in Australia.
- includes 7 quality areas
- EDUCATIONAL PROGRAM AND PRACTICE: Your child is supported to participate in play and learning
- CHILDREN’S HEALTH AND SAFETY: Your child is protected from illness and hazards
- PHYSICAL ENVIRONMENT: Your child plays in a safe and well maintained environment
- STAFFING ARRANGEMENTS: There are enough qualified staff to give your child the attention they need
- RELATIONSHIPS WITH CHILDREN: Your child is made to feel supported and welcomed
- COLLABORATIVE PARTNERSHIPS WITH FAMILIES AND COMMUNITIE: Local community involvement and respect for the beliefs and values of families
- GOVERNANCE AND LEADERSHIP: Your child is cared for in a positive and well managed environment
3) Assessment and quality rating process
- Services are assessed and rated by their regulatory authority against the NQS
- Services are given a rating for each of the 7 quality areas and an overall rating based on these results
Services are required to go through regular Assessment and Quality Rating Process where assessors come in to rate the centres across the seven quality areas of the NQF.
Services receive a rating for each of the quality areas and an overall rating based on these results. The services will receive one of the following ratings:
- Significant Improvement Required
- Working towards NQS
- Meeting NQS
- Exceeding NQS
- Excellent
The Victorian Early Years Learning Framework (EYLF)
The Victorian Early Years Learning Framework (EYLF) will be used to guide educators program and observations. The VEYLDF guides early childhood professionals to work together with families in support of their children, embracing and responding to the cultural and linguistic diversity of the Victorian community and diverse approaches to child rearing. The VEYLDF identifies five Outcomes for young children from birth3 and extends these to include all Victorian children from birth to eight years:

Children are connected with and contribute to their world (community)
Children have a strong sense of wellbeing (wellbeing)
Children are confident and involved learners (learning)
Children are effective communicators (communication)
